Remove TODOs that won't be addressed. The intention was to make TARGET_BUILD_UNBUNDLED work in a full platform tree as well, to be able to remove the conditional that checks for framework/base. However, there is other logic in Soong that checks that directory and the combination doesn't work well. It's not worth the effort to sort that out.
