Migrate libartservice to real PackageState APIs Now that the system APIs are available, the wrapper classes can be removed and the real methods invoked. Split indexing has changed with the new APIs, so some code was adjusted to compensate, and some methods locations were moved. Otherwise this is mostly a naming change.
