Made libartservice use framework-system-server-module-defaults Previously, a dependency on a non-unbundled build target prevented libartservice from using the framework-system-server-module-defaults settings. Now that the dependency has been unbundled we can now use this target. This CL removes the copied build rules and adds the usage of framework-system-server-module-defaults.
