Allow Unsafe.storeFence calls in unstarted runtime.

Properties is being updated in aosp/2309168 and now
it does Unsafe.storeFence method call. Current call
chain is unstarted_runtime_test -> LogManager ->
Properties -> Unsafe.storeFence.
