Simplify LoadNativeLibrary()

With ApplicationLoaders.getClassLoader() ensuring
linker-namespace initialization there is no longer
need for LoadNativeLibrary() and callers to pass
along namespace-specific information to art.

This change removes unnecessary parameters of such
calls.
