Don't HARD_FAIL when not able to resolve a quickened opcode. We were failing to report locks being held due to this. This means we can also share the code between the non-quickened and quickened instructions. bug: 74521989 Test: 679-locks Change-Id: Ib87441b80f6ab7706c138600740b8bc7e448f1da
