Add more options for boot profile aggregation 1) force_merge - ensure we merge the data even if it's just a few methods 2) boot_image_merge - ignore non-boot-profiles (in case the app didn't have the chance to pick app the new format after the flag switch) Test: profile_assistant_test Bug: 139884006 Change-Id: Icf7a9a8edac64bac69d16937bc2496bf610f10c8
