[NET]: fix-up schedule_timeout() usage
Use schedule_timeout_{,un}interruptible() instead of
set_current_state()/schedule_timeout() to reduce kernel size. Also use
human-time conversion functions instead of hard-coded division to avoid
rounding issues.
