genirq: Remove pointless ifdefs kernel/irq/ is only built when CONFIG_GENERIC_HARDIRQS=y. So making code inside of kernel/irq/ conditional on CONFIG_GENERIC_HARDIRQS is pointless. Signed-off-by: Thomas Gleixner <tglx@linutronix.de>
