PNPACPI: hoist dma_flags() out of pnpacpi_parse_allocated_dmaresource()

Hoist dma_flags() out of pnpacpi_parse_allocated_dmaresource() into its
caller.  This makes pnpacpi_parse_allocated_dmaresource() more similar
to pnpbios_parse_allocated_dmaresource().
