kernel/utsname_sysctl.c: put get/get_uts() into CONFIG_PROC_SYSCTL code block

Put get/get_uts() into CONFIG_PROC_SYSCTL code block as they are used
only when CONFIG_PROC_SYSCTL is enabled.
