cgroup: list_for_each cleanup

--------------------------
while() {
	list_entry();
	...
}
--------------------------

is equivalent to following code.

--------------------------
list_for_each_entry(){
	...
}
--------------------------

later can review easily more.

this patch is just clean up.
it doesn't have any behavor change.
