[PATCH] uml: header and code cleanup

Remove some definitions and declarations from arch/um/include/skas_ptrace.h,
as they have moved to arch/um/include/sysdep/skas_ptrace.h

Also, remove PTRACE_SIGPENDING support in UML at all.
