mediatek: vibrator: Refactor Vibrator HAL * Clean up code * Move functions not realted to the vibrator implementation itself into a seperate file called VibratorUtils.cpp * Allow Vibrator effects to be compiled out with TARGET_VIBRATOR_SUPPORTS_EFFECTS.
