bootctrl: Update MediaTek boot control HAL to 1.2 and import libmtk_bsg * libmtk_bsg is under the 3-Clause BSD License which allow us to redistribute the code without any kind of DMCA from MediaTek. Change-Id: Ie06236cb9c04fded696319703803a69ff67c7cb5
