gta4xl: switch to opensource secril_config_svc * This removes the need for the hack we've been using to get single SIM to work, this device doesn't have /mnt/vendor/efs/factory.prop leaving ro.vendor.multisim.simslotcount unset while it's being expected to be 1 in order to stop the second rild Change-Id: Ife2b16a2df2549ed298d3c2f866861379428366e
