gta4xl-common: Ensure vbmeta is available during first stage init * Without this it is no longer accessible in first stage init on T breaking DSU * According to https://android.googlesource.com/device/google/gs101/+/a0b391dd6aff7a493662e9a111661bcff96fd72a this must be done if there's no avb=vbmeta anywhere Change-Id: I5d278f41772086ac90706ae5daa5f0d76bb6e755
